Le projet de charbon de bois<\/strong> a travaill\u00e9 avec Partenariats de d\u00e9veloppement Accenture<\/a> et le Alliance de la cuisine propre<\/a> sur un nouveau projet d'\u00e9laboration d'un indice des prix des combustibles de cuisson. En Afrique subsaharienne, les prix du charbon de bois varient consid\u00e9rablement selon le lieu, la qualit\u00e9 et la p\u00e9riode de l'ann\u00e9e, ce qui met \u00e0 rude \u00e9preuve les m\u00e9nages \u00e0 faible revenu qui manquent d\u00e9j\u00e0 de solutions \u00e9nerg\u00e9tiques. Le manque de transparence dans la tarification rend \u00e9galement difficile pour les d\u00e9cideurs politiques, les universitaires et les entreprises d'\u00e9nergie propre de proposer des politiques qui permettraient aux consommateurs de changer plus facilement de produits plus sains ou durables.<\/p>\n

Nous avons parl\u00e9 avec Ronan Ferguson, gestionnaire, Acc\u00e8s \u00e0 l'\u00e9nergie <\/a>sur la gen\u00e8se de ce projet.<\/p>\n

1) Qu'est-ce qui vous a pouss\u00e9 \u00e0 avoir l'id\u00e9e d'un indice des prix des combustibles de cuisine (CFPI) et comment cette id\u00e9e a-t-elle \u00e9t\u00e9 d\u00e9velopp\u00e9e\u00a0?<\/em><\/strong><\/p>\n

Les donn\u00e9es sur les prix du march\u00e9 sont des informations pr\u00e9cieuses pour les entreprises de combustibles de cuisson propres\u00a0; ils peuvent l'utiliser pour \u00e9clairer leurs strat\u00e9gies d'expansion. Ce sont \u00e9galement des donn\u00e9es utiles pour les investisseurs lorsqu'ils \u00e9valuent et s\u00e9lectionnent des opportunit\u00e9s d'investissement potentielles. Au d\u00e9part, je consid\u00e9rais le charbon de bois comme le produit sur lequel se concentrer, mais apr\u00e8s avoir discut\u00e9 avec plusieurs parties prenantes du secteur de la cuisson propre, il est clair pour moi que l'indice devrait \u00e9galement couvrir le k\u00e9ros\u00e8ne et le GPL, pour avoir une vision plus compl\u00e8te des march\u00e9s locaux.<\/p>\n

2) Selon vous, quel est le principal avantage de cet indice en termes d'impact sur l'industrie\u00a0?<\/em><\/strong><\/p>\n

L'impact ultime pr\u00e9vu de l'indice est d'aider les clients \u00e0 adopter des carburants plus propres. L'indice des prix des combustibles de cuisson le fait indirectement, en \u00e9tant un tremplin pour une prise de d\u00e9cision plus \u00e9clair\u00e9e par de nombreux acteurs du secteur.<\/p>\n

3) Selon vous, quelles parties prenantes de l'industrie tirent le plus grand profit du CFPI\u00a0?<\/em><\/strong><\/p>\n

Les entreprises de carburants propres seront mieux en mesure de filtrer les march\u00e9s et de pr\u00e9senter aux investisseurs des r\u00e9cits plus convaincants fond\u00e9s sur des donn\u00e9es. Les investisseurs b\u00e9n\u00e9ficieront directement de l'indice en \u00e9tant mieux \u00e0 m\u00eame d'\u00e9valuer et de s\u00e9lectionner de mani\u00e8re ind\u00e9pendante les opportunit\u00e9s de financement. Les gouvernements devraient pouvoir utiliser les donn\u00e9es pour \u00e9laborer \u2013 et affiner \u2013 des politiques ax\u00e9es sur les donn\u00e9es. Enfin, les ONG environnementales pourront \u00eatre davantage ax\u00e9es sur les donn\u00e9es dans leurs interventions et les chercheurs disposeront d'une source de donn\u00e9es fiable \u00e0 r\u00e9f\u00e9rencer ou \u00e0 exploiter. Les consommateurs ne sont pas le principal b\u00e9n\u00e9ficiaire imm\u00e9diat de l'indice, mais un ultime, selon les actions entreprises par les parties prenantes que j'ai mentionn\u00e9es.<\/p>\n

4) Quel est le plus grand d\u00e9fi technique que vous voyez dans la mise en \u0153uvre du projet\u00a0?<\/strong><\/em><\/p>\n

Obtenir le prix est une chose, mais vous devez \u00e9galement saisir la quantit\u00e9 et la qualit\u00e9 du carburant afin de cr\u00e9er un indice de prix vraiment relatif. Bien que je pense que la m\u00e9thodologie propos\u00e9e a les r\u00e9ponses pour relever ce d\u00e9fi, elle doit encore \u00eatre test\u00e9e dans un projet pilote avant de d\u00e9cider si et comment proc\u00e9der \u00e0 un d\u00e9ploiement mondial.<\/p>\n

5) Quel r\u00f4le voyez-vous pour les charbonniers durables dans ce projet, le cas \u00e9ch\u00e9ant\u00a0?<\/em><\/strong><\/p>\n

Je pense que le pilote doit \u00eatre con\u00e7u pour desservir les entreprises de carburant propre et que le pilote doit capturer des donn\u00e9es l\u00e0 o\u00f9 les carburants parviennent aux mains du client. Cela dit, si le projet pilote r\u00e9ussit et s'\u00e9tend \u00e0 l'\u00e9chelle mondiale, je pense que le prochain "module" \u00e0 tester consiste \u00e0 d\u00e9placer le concept plus haut dans la cha\u00eene de valeur\u00a0; vers le c\u00f4t\u00e9 producteur. Dans ce deuxi\u00e8me projet pilote, nous testerions comment rendre le prix du charbon de bois produit de mani\u00e8re durable comp\u00e9titif par rapport au charbon de bois informel, \u00e9ventuellement gr\u00e2ce \u00e0 des subventions.<\/p>\n

6) Quel type de partenariats devrez-vous former pour faire de ce projet pilote un succ\u00e8s?<\/strong><\/em><\/p>\n

\u00c0 la sortie du Forum, 18 organisations se sont inscrites pour faire partie du partenariat \u00e0 l'avenir, ce qui est formidable\u00a0; nous devons trouver le bon m\u00e9lange d'acteurs qui peuvent fa\u00e7onner et faire un projet pilote r\u00e9ussi. Nous aurons besoin de partenariats pour nous aider \u00e0 cr\u00e9er l'avenir de l'Index ; les entreprises, les investisseurs, les d\u00e9fenseurs du secteur et le secteur priv\u00e9. Nous aurons \u00e9galement besoin de partenariats pour nous aider \u00e0 apprendre du pass\u00e9 ; ceux qui ont mis en place des agences d'\u00e9valuation des prix pour d'autres march\u00e9s de produits de base, ainsi que ceux qui ont cr\u00e9\u00e9 leurs propres indices de combustibles de cuisson propres.<\/p>\n
